The conference

On the occasion of its 10th anniversary, TELT, the French Italian public promoter of the cross-border section of the new Lyon-Turin railway line, opens its annual Forum to professionals from the public and private sectors, students and researchers.

A lectio magistralis, speeches and round tables will outline the desired characteristics of the next generation of international infrastructure.

European citizens and companies are increasingly demanding shared infrastructure. Transport, energy, communications and defence are the sectors in which public decision-makers, contractors and constructors engage in daily discussions to balance projects that go beyond national borders.

From local communities to the continental level, what role should laws, decision-making chains and control systems play in the governance of new infrastructure?

 

Sustainability and Innovation

In Europe, sustainable development is now a goal integrated into all design, construction and infrastructure management models, and innovation is a modus operandi to be applied to the processes of companies and institutions. However, on the international scenario, deregulation seems to offer a competitive advantage for investment and research.

Can the infrastructure of the future be the ground where ethical principles for creating shared and long-term value are integrated with engineering and financial efficiency?

Speakers

Beatrice Borgia

Chief Marketing, Innovation & Technology Officer at Teoresi Group, an international engineering company that develops cutting-edge technologies. With a degree in Biotechnology, a Ph.D. from ETH Zurich and an Executive MBA from ESCP Paris, she has ten years of experience in MedTech and supporting the world of start-ups. She is President of the Turin Piedmont Film Commission and a member of the Board of Directors of Fondazione LINKS.

Maurizio Bufalini

Civil and environmental engineer, from 1994 to 2008 he was project manager of the Rome-Naples high-speed train line, the first high-speed section in Italy. In 2008, he joined Lyon Turin Ferroviaire as Construction Director and then became general manager in 2014. Following the establishment of TELT in 2015, he was appointed deputy general manager for Italy and in 2023 CEO.

Stefano Buono

Nuclear physicist, he began his career with Nobel laureate Carlo Rubbia at CERN. In 2002, he founded Advanced Accelerator Applications, which was listed on NASDAQ before its acquisition by Novartis for $3.9 billion. In 2021, he created Newcleo to design and operate advanced Generation IV modular reactors that are lead-cooled and fueled by reusable nuclear materials.

Daniel Bursaux

Graduate of the Ecole Polytechnique and the Ponts et Chaussées engineering school, he was first Director General of Services in several French departments and regions. After serving as Director of the Cabinet of the Minister of Transport and Equipment, he was appointed Director General of the DGITM (Infrastructures, Transports et Mer) and then Vice-Chairman of the Conseil Général de l'Environnement et du Développement Durable (General Council for the Environment and Sustainable Development). In 2022, he was appointed President of TELT by the French government.

Thierry Dallard

Engineer and Ph.D. specialized in transportation infrastructure, he began his career at the Ministry of Infrastructure as deputy director of the General Directorate of Roads in 2004. In 2007 he was development director for France at Meridiam. President of the Société du Grand Paris in 2018, he has been president of the consulting firm JASMIN CIS since December 2021.

Jérôme Dezobry

Chairman of the Board of Directors of Société du Canal Seine-Nord Europe, the developer of Europe's largest river project. An engineer by training and local government administrator, he has 25 years of experience in companies, local authorities and state institutions. A former executive at GDF Suez and deputy director general of the Nord department, he now puts his technical and strategic expertise at the service of a project that combines innovation, public efficiency and sustainable transition.

Federico Ghella

Vice president of Ghella, a leading global company specializing in underground excavation that has been involved in the construction of major public works for more than 150 years. He is in charge of Finance, Sustainability, Corporate Strategy and Institutional Relations of the company. Since 2020, he has been president of the National Association in the Overseas Works Committee.

Lionel Gros

After more than 20 years at SNCF Réseau, where he held a number of management positions in rail infrastructure, he joined Keolis in 2015 as a group expert in urban transport infrastructure and asset management, before taking over as head of infrastructure for the Boston commuter train (USA) in 2018. In 2021, he was appointed Deputy General Director for France and Railway Director of TELT.

Aldo isi

He joined the Italian FS Group in 1999 as an engineer in RFI's armament and civil works sector and then held multiple positions of responsibility and the became director of Investments. He was appointed CEO of Italferr SpA in 2018 and of Anas in 2021. In 2025 he was called to lead RFI as CEO and general manager.

Marc Lazar

Historian and sociologist. He is university professor of History and Political Sociology at the Institut d'Etudes Politiques de Paris (Sciences Po) and chairs the BNP-BNL-Paribas "Relations franco-italiennes pour l'Europe" at LUISS University in Rome. He is also President of the Advisory Board of the LUISS School of Government and President of the Scientific Committee of the Franco-Italian Dialogues for Europe organised by LUISS and Sciences Po with the support of TEHA Ambrosetti.

Marko Kivila

As of 2023, Marko Kivila serves as the Chief Executive Officer of RB Rail AS. From 2019, he also held the position of Interim Chief Operating Officer at Rail Baltic Estonia OÜ. Previously, Kivila was a lawyer at Eesti Energia AS, responsible for managing the legal affairs of companies within the group, and also served as Head of Contract Management at Enefit Solutions AS.

Myriam Maestroni

Myriam Maestroni has directed Dyneff/Agip and Primagaz, has founded Économie d'Énergie which was sold to La Poste, and currently chairs the E5T foundation. Independent Director (McPhy, BoostHeat, EkWateur...), she speaks at prestigious schools and international groups. She is officer of the Order of Merit and Knight of the Legion of Honor and chairs the "100 Leaders for the Planet" program.

Sergio Orlandi

He joined Ansaldo Group in 1980 and became general manager of Ansaldo Nucleare in 2009. Appointed in 2013 as head of the "Plant and Machine Engineering and Assembly" department of the ITER project, he became director of the "Construction Project" department in 2023. He is a member of the European Academy of Sciences and Arts and dean of the Commission VI on Sustainable Energy.

Manuela Rocca

A construction engineer, after her first years of freelancing she landed at the Metropolitan City of Turin where she worked on urban redevelopment and transportation infrastructure projects. In 2011, she was appointed as a representative in the Technical Observatory of the New Lyon-Turin line and in 2015 she joined TELT where she is Deputy General Director for Italy and General Affairs, Sustainability, Environment and Safety Director.

The forum

The Lyon-Turin Engagement Forum is where the companies involved in the construction of the new Lyon-Turin railway line discuss innovative practices for workplace safety, environmental and social sustainability, integration with the Alpine territories where the project is being built, and the fight against corruption. This Forum was established on the basis of the Integrity and Sustainability Pact, an integral part of the contracts for the final works of the Mont Cenis base tunnel.
